INVITATION FOR BID

RE-ADVERTISEMENT FOR SALE OF VEHICLE

Plan is a humanitarian child centred development organization without religious and political affiliation. Plan International has a Memorandum of Understanding (MoU) with the African Union and signed the host agreement for its AU and Pan Africa Program Liaison Office with the Ethiopian Government through the Ministry of Foreign Affairs.

Plan International African Union Liaison Office (Plan AULO) would like to invite potential bidders to buy a used office vehicle with the details below. All required duties have been paid to the concerned government authorities for this vehicle:

INSTRUCTION FOR BIDDERS:

1. Interested bidders are allowed to inspect the vehicle during the working hours from 9:30 a.m. to 12:30 p.m. in the morning and from 2:00 to 4:30 p.m. in the afternoon from Monday to Thursday in East African Time (EAT) until the deadline of the bid submission date;
2. Bid offer submission template could be collected from Plan AU Liaison Office on the above- mentioned date and time;
3. The offer submitted in the tender should include:
   • Name of company OR full name of individual buyer
   • Address of the bidder – Sub City, Kebele and House No.
   • Contact mobile or land line number that is active to communicate
   • E-mail address
4. The offer or tender, together with the required documents must be submitted in sealed and signed envelope;
5. The envelop must be addressed to:

   Location: Around AU (on the way from Sarbet round about to Bulgaria) OR from traffic light around Evangelical Church, Sarbet to Bulgaria (Esregnaw Michael Church)

   Subject: "Bid for the sale of a vehicle"
6. The offer or bid document should be submitted on the above-mentioned address during working days from Monday to Thursday from 9:30 a.m. to 4:00 p.m. East African Time (EAT) and must be delivered by hand.
7. Bidder should clearly specify the bid amount and currency both in figure and words on the bid submission template and must accompanied with Bid/Security Bond of 10% of the bid amount in the form of CPO to Plan International African Union Liaison Office in separate sealed envelope;
8. The bid submission deadline will be on Tuesday, 17th of November 2026 at 12:00 p.m. EAT (06:00 p.m. local time);
9. Bid opening will be done on Tuesday, 17th of November 2026 at 3:00 p.m. EAT (09:00 p.m. local time) in the presence of all bidders at Plan International African Union Liaison Office (Plan AULO), Yimaldu Getachew Building at 4th Floor;
10. Incomplete, unsinged and unsealed offers and offers without a bid/security bond will be automatically rejected;
11. The bid submission template has to be clearly signed by the bidder and the envelope has to be sealed and signed for individual bidders. Organizational bidders should put an official stamp on the bid offer template, envelop and bid/security bond envelop;
12. Bid submitted after closing date and time will be rejected;
13. Bid submitted without Plan AULO bid submission template will be rejected automatically during opening of the bid document in the presence of bidders;
14. The bid bond shall not be returned, if the successful tenderer refrains from concluding the sales contract;
15. The bid/security bond submitted by the bidder will be returned to unsuccessful bidder after completion of the bid process after 30 working days;
16. Bids below the starting price will automatically be disqualified;
17. The vehicle will be sold to the bidder with the highest offer. If two or more bidders offer the same highest price, the award shall be made in the form of an auction or rebid between these bidders who provide the same price;
18. Plan AULO is a non-profit making organization and doesn't collect Value Added Tax (15%VAT). For the sale of the vehicle, Plan AULO does not issue an invoice for the purchased vehicle rather, it issues a cash receipt voucher for the total selling amount;
19. Plan AULO does not bear responsibility for hidden defects of the vehicle;
20. The successful bidder shall be notified by a letter of award and invited to sign a purchase contract within ten (10) working days;
21. The bidder will be responsible to pay the full bid amount to Plan AULO and other relevant charges to the concerned Government to transfer ownership within 10 (ten) working days excluding unforeseen situations;
22. The winner of the tender should make cash payment directly to Plan AULO bank account and bring the deposit slip within 5 (five) working days after receiving the award letter;
23. If the winning bidder fails to pay the winning amount, the bidder shall forfeit the entire Bid Bond/Security amount which is deposited to Plan AULO bank as CPO;
24. If the first bidder fails to pay the bid amount, Plan AULO will award to the second successful bidder, if the second bidder fails to pay the bid amount, the Bid Bond/Security Bond will be forfeited and Plan AULO will re-advertise or take the best option in favour of the organization;
25. The bidder must remove the vehicle from Plan AULO premises immediately after the transfer of ownership is completed with-in three working days;
26. Plan International AU Liaison Office shall transfer the ownership title deed of the vehicle to the winner bidder only and not to any other third party.
27. Plan AULO will allow the winning bidder to take the vehicle and delegate him/her to transfer ownership of the vehicle with his/her name or company name upon settling of full bid amount and signing of the contract.
28. Plan International AU Liaison Office reserves the right to accept, reject or cancel any tender and is not bound to give reasons for its decisions.
