Caritas Switzerland Invites selected company for a price quotation to the following construction works.

CACH is currently implementing a UNHCR funded project entitled "Strengthening Local Ownership for Sustainable Water Services to Persons of Concern (PoC) in Dillo Magala and Dire Megado refugee sites". Under this project, CACH invites experienced companies (General or Water Works Contractor) to compete on contractual basis for Dillo Main Pipeline Rehabilitation work, which is to be conducted at Qenchero Kebele, Dillo woreda of Borena zone, Oromia Regional state as shown in detail below.

• Mobilization, demobilization & transportation of 855 meters 6" HDPE pipes, personnel, including transportation to Dillo woreda Qenchero Kebele, (approximately 820 kms from Addis Ababa)
• Earthworks: Trench excavation, disposal of excess excavated material, and backfilling with selected material with proper compaction.
• Pipework & fittings: Supply and installation of 855 meters 6" HDPE PN16 pipes, including flanged fittings, elbows, tees, flange adaptors, PRV, gate/scour valves, and water meter.
• Civil works, protection & testing: Construction of reinforced-concrete thrust blocks and valve chambers/manholes, followed by hydrostatic pressure testing of the newly installed pipeline sections.

1. GENERAL TERMS AND CONDITIONS

   A General or Water Works Contractor Grade Three (3) & above who have valid licenses, practical experience in HDPE pipeline work. can obtain a complete set of bidding document from Caritas Switzerland Country Office from 9:00 am to 4:00 pm On working days, starting from the announcement date (Nov/02/2026) and submit on / before Nov/16/2026 12:00 PM or 6:00 local time in the morning, as the tender opening time is in Nov/16/2026 at 2:00 PM or 8:00 local time. (Binders shall bring their license or their legal delegation paper for document collection)

   1.1. Duplicate copies of BID OFFER shall be produced in separate envelopes marked as ORIGINAL and COPY. A sealed envelope carrying the Bidder's Bid Security Cash Payment Order (CPO) should be included in the envelope carrying the original financial document. Bid security in the form of cash will not be accepted. All envelopes shall then be put in one big envelope together, sealed, stamped and submitted to CACH along with a BID SECURITY in the form of CPO amounting 2% OF THE TOTAL BID OFFER FOR THE WORKS BEFORE THE DEADLINE OF SUBMISSION.

   1.2. Essential (exclusion) Criteria

   • Relevant & Valid Renewed licenses to operate in Ethiopia.
   • Licenses of grade 3 and above could participate
   • Submission of bid security in the name of Caritas Switzerland from a recognized bank only in the form of CPO is a must. No other mode of guarantee or bid security other than the CPO will be accepted.
   • Governmental recognition for bid participation.
   • The selection criteria will be based on Technical and financial evaluation.
2. BID OPENING

   2.1 The bid will be opened at Caritas Switzerland, Country Office at Addis Ababa,by the CACH procurement committee without public opening ceremony. Only financial offers should be opened on the date of bid box opening.

3. TECHNICAL EVALUATION (minimum requirement)

   3.1 Companies/Contractors should attach their previous works performance letter from GO/NGO and CACH in similar types of work, working tools & human resources to execute the activities.

   3.2 Adequate and elaborate work plan (Implementation plan) starting from date of agreement signing

   3.3 Proposed Methodology for the works in this bid document.

   3.4 Knowing the local context and previous experience working in this or similar hardship working environment is mandatory.
