Bid Title: Engineering and Installation Contractor (EIC) for Technical Assistance, Installation, Testing and Commissioning of a Standby Generator Set.

Tsehay Insurance S.C. (TISC) invites qualified and licensed engineering and installation contractors to submit technical and financial proposals for the technical assistance, installation, testing and commissioning of a 400 kVA / 320 kW standby generator set for its new Head Office building in Addis Ababa.

The assignment includes procurement support, technical evaluation, pre-procurement load-bank testing, design review, installation supervision and execution, testing, commissioning, training, handover and defect-liability support, as detailed in the attached Terms of Reference (TOR).

1. Eligibility Requirements
   • Submission Format: Technical and Financial proposals in separate sealed envelopes.
   • Mandatory Eligibility Documents:
     • Renewed Trade License
     • Tax Identification Certificate
     • Tax Clearance Certificate
     • VAT Registration Certificate
     • Financial & Submission Requirements
     • Bid Security (CPO or Unconditional Bank Guarantee) 50,000.00 (Fifty Thousand Birr) in the name of Tsehay Insurance sc.
     • Evidence of access to suitable resistive and resistive-reactive load banks and calibrated testing instruments.
     • Relevant project experience, qualified personnel and a technical methodology.

   • Floating Period: Oct 14, 2026 – Oct 21, 2026
   • Document Purchase Window: Oct 14, 2026 – Oct 21, 2026 (Finance Department)
   • Bid Closing Date & Time: Oct 21, 2026 at 4:00 AM Local Time (Morning)
   • Bid Opening Date & Time: Oct 21, 2026 at 4:30 AM Local Time (Morning)
   • Venue: Tsehay Insurance S.C. 1st Floor Meeting Room, Bole Bridge (In front of former Brass Hospital), Addis Ababa.
3. Proposal Submission

   Bidders shall submit their technical and financial proposals in separate sealed envelopes, clearly marked with the bid title, reference number and bidder's name. Financial proposals must be quoted in Ethiopian Birr, with 15% VAT indicated separately.

4. Site Visit and Clarification
   • Mandatory site visit: 14-20/10/2026 GC
   • Submission deadline: 21/10/2026 GC
5. Evaluation

   Bids will be evaluated through mandatory pass/fail requirements, technical evaluation and financial evaluation. Only bidders scoring at least 70 out of 100 technical points will proceed to financial evaluation. The final combined score will be based on 70% technical and 30% financial weighting, in accordance with the TOR.
