Women Empowerment–Action (WE-Action) is a national civil society organization founded in 1995 G.C. The organization is positioned as a "Feminist Intersectional Organization" with a vision of a Gender-Just Ethiopia. WE-Action works to achieve its mission of "empowering women and men for gender transformation and sustainable livelihoods" and to contribute to the realization of its vision.

Note: WE-Action has zero tolerance for Sexual Exploitation and Abuse (SEA) and all forms of Gender-Based Violence (GBV).

Women Empowerment–Action (WE-Action), with funding from OCHA-EHF, invites eligible and qualified contractors to submit bids for the complete construction of a safe, accessible, confidential, functional, and gender-responsive Women and Girls Friendly Space (WGFS) in Dasenech Woreda, South Omo Zone, South Ethiopia Region.

Bid Submission Requirements and Instructions

1. Bidders must submit valid and renewed Business License, Business Registration Certificate, TIN Certificate, VAT Registration Certificate, Competency Certificate, Tax Clearance Certificate, and any other relevant documents together with the technical bid document.
2. Each bid must be accompanied by a bid security of ETB 200,000.00 (Two Hundred Thousand Birr) in the form of a Certified Payment Order (CPO) or Bid Bond. The original CPO or Bid Bond must be enclosed in the original technical bid envelope. The validity period of the CPO or Bid Bond shall be at least six (6) months from the bid submission date.
3. Interested bidders may collect the bid documents in person from the WE-Action Head Office by paying 200 ETB Birr, located around 24 Megenagna, in front of Bright Paint Factory PLC or from the Dasenech Field Office, located in Omorate Town, Dasenech Woreda, South Omo Zone, South Ethiopia Region, during working hours, from 01/10/2026 to 22/10/2026, during working hours:
   • Morning: 8:30 AM – 12:00 PM
   • Afternoon: 1:30 PM – 5:00 PM
   • Monday to Friday
4. All prices quoted shall be in Ethiopian Birr (ETB) and shall include all applicable taxes. The quoted prices shall remain valid for 180 days from the tender closing date. Completed tender documents must be enclosed in plain, sealed envelopes, marked only with the relevant reference number, and deposited in the Tender Box at the WE-Action Head Office in Addis Ababa.
5. Bids will be opened on 23 October 2026 at 10:00 AM in the presence of bidders or their duly authorized representatives at the WE-Action Head Office in Addis Ababa.
6. Bids must be submitted on or before 22 October 2026 at 2:00 PM. Bids submitted after the closing date and time will be considered late and may be rejected.
7. Women Empowerment–Action (WE-Action) reserves the right to accept or reject any or all bids in accordance with its procurement procedures and applicable requirements.
