DEC a local CSO established in 2007, re-registered in May 2019 as per the new Authority for CSO Proclamation by the Ethiopian government bearing a registration number of 0009. Its objective is to contribute towards the national development efforts through integrated, decentralized and sustainable program interventions.
In line with the above mission and objectives, DEC wants to undertake Emergency response shelter activities and communal facilities construction, site development works with the financial Support from UNHCR. Accordingly, DEC invites all interested & eligible bidders who are qualified, technically competent, and hold a valid license for the current Ethiopian FY 2018/2026 GC to bid on the construction works listed below at Gambella, Luak-dong Refugee Camp, in response to the South Sudanese refugee situation.
Bidders can collect the bid document from DEC Addis Ababa Head Office on working days & hours from October 28/2026, to November 03, 2026, up to 11:30 AM.

Note that: Evaluation criteria will be attached to the BoQ as per the lot's requirements.
Tenders accordingly filled must be accompanied by:
- Renewed business license and competency certificate for the year 2018/2026 E.C.
- VAT registration certificate
- Company profile
- Bid Security in the form of CPO 2% (Cash and insurance bonds are not accepted; scanned CPO attached).
- Bidders should indicate the price includes 15% VAT
- The Winning bidders are responsible for providing a guarantee bond during contract agreement.
