Re:-The procurement of Ponds and drip Irrigations

1. The Ministry of Agriculture has received financing from the International Fund for Agricultural Development (IFAD) the financing of which is being administered by IFAD and intends to apply a part of the proceeds of the financing to this purchase. The use of any IFAD financing shall be subject to IFAD's approval, pursuant to the terms and conditions of the financing agreement, as well as IFAD's rules, policies and procedures. IFAD and its officials, agents and employees shall be held harmless from and against all suits, proceedings, claims, demands, losses and liability of any kind or nature brought by any party in connection with Sidama National Regional State Participatory Agriculture & Climate Transformation ( PACT) Programme.
2. The Participatory Agriculture & Climate Transformation ( PACT) Programme aims to contribute to poverty reduction and improved resilience of the target rural households. The Programme Development Objective (PDO) is to enable 7507 rural households (men, women, youth and persons with Disabilities (PWDs) in selected 7 Landscape and aimed to develop 7039.75ha land to sustainably improve incomes, food and nutrition security and build resilience to shocks. The Programme will be implemented in 4 Woreda's those are Lo/Abaya , A/Cuko, Bona Zuriya & Bensa. The Programme will be implemented over a seven-year period.
3. The location of the projects:-
   • Lot-1 Loko Dama pond is found in Sidama National Regional State, Aleta Cuko woreda particularly in loko dama kebele. It is located at a distance of 64km from Hawassa City and Geographical location 418933.061 E 731305.620 N and elevation 1704.53m.a.s.l, Its Command area 8.3ha.
   • Lot-2 Kura pond is found in Sidama National Regional State Loka Abaya Woreda,, at kura kebele. It is located at a distance of 57km from Hawassa City and Coordinate of diversion headwork is UTM zone 37N at (420900, 747406.82) and Elevation 1630.67m a.s.l. Its Command area 10ha
   • Lot- 3 Olonsohore Drip Irrigaion is found in Sidama national regional state, at Bona woreda, Olonsohore kebele FTC around entrance of bona, targeting to use surface water source around that area. It is found at 110km away from the center of Hawassa town. Geographically, the study is allocated 465296.0490m, 721732.0980m and 2143. 279mm.a.s.l
4. The employer now invites sealed bids from eligible entities (bidders) who are Contractor capability:-
   • Water Works Contractor (WWC/GWWC) Grade 5 (Five) and above for pond and for three lots, for the execution and completion of Lot-1 Loka dama pond , Lot-2 Kura pond and Lot-3 Olonsohore Drip Irrigation of each lot which are being bid as a unit price contract based on the bill of quantities.
5. Scopes of all lots include Headwork Structure, Irrigation and Infrastructure, Camping and general preparatory works, Solar system with surface pumps and other necessary fittings
6. This NCB is open to all eligible bidders who wish to participate. Subject to the restrictions stipulated in the bidding document, eligible bidders may not associate with other bidders to enhance their capacity to successfully carry out the works.
7. All bids must be accompanied by a bid security, are:-
   • Lot-1 Loko Dama pond, ETB 160,000.00 / one hundred sixty thousand birr in the form of unconditional bank guarantee, bond guarantee or CPO in the name of SNRS Agriculture and Natural Resource Development Bureau
   • Lot-2 Kura pond, ETB 170,000.00 / One hundred seventy thousand birr in the form of unconditional bank guarantee, bond guarantee or CPO in the name of SNRS Agriculture and Natural Resource Development Bureau
   • Lot-3 Olonsohore Drip Irrigaion ETB 130,000.00 / One hundred thirty thousand birr in the form of unconditional bank guarantee, bond guarantee or CPO in the name of SNRS Agriculture and Natural Resource Development Bureau
8. A contractor will be selected using the National Competitive Bidding (NCB) method in accordance with the IFAD Procurement Handbook accessible at www.ifad.org/ project-procurement. The NCB process will include a review and verification of qualifications and past performance, including a reference check, prior to the contract award.
9. Please note that a pre-bid conference will not be held as described in the bid data sheet ("BDS"), Section II of the bidding document.
10. Bidders interested in submitting a bid shall purchase the bidding document against payment of a non-refundable fee of 1000 ETB can get full contact details of the bidder, to the following point of contact. This will ensure that the bidders receive updates regarding this bidding document.

11. Bids must be delivered to the address and in the manner specified in the BDS ITB 25.1, no later than 6/11/2026 2:00 pm EAT
12. Bid will be closed on the date 6/11/2026 G.C.at 2:00 PM EAT & opened in the presence of bidder or their legal representatives on the same date at 2:30 PM EAT.
13. Bidders should be aware that late bids will not be accepted under any circumstance and will be returned unopened at the written request and cost of the bidder. All bids must be accompanied by a bid security) in the manner and amount specified in the bid data sheet.
14. Please, note that electronic bids shall not be accepted.
