To: All Contractors of Category Construction Class-III and above with License Valid for the Year 2019 E.C

1. The Somali regional state has allocated a budget to the Irrigation development bureau under small Holder irrigation development program (SHIDP) for the 2019 E.C. fiscal year to undertake the project in the table below. the table shows project name, location, area in hectare, bid security amount, minimum annual construction turnover (ACT) and total construction period, including the required mobilization time.

2. The SRS Irrigation Development Bureau now invites wax sealed bids from eligible bidders for the provision of the materials, labor and equipment necessary to construct pot Bureau now invites wax sealed bids from and complete the above-mentioned Project.
3. To buy documents, the bidder has to present application letter, Original Registration Certificate from the Federal Ministry of Urban Development or from Regional urban development Construction bureau Supplier Certificate of Registration from the Federal Ministry of Finance and Economic Development /SRS Regional Bureau of Finance and Economic Development, valid Business/Trade License renewed Certificate from the authorized bodies, Tax Clearance certificate, VAT registration certificate and Tin Registration from the authorized bodies
4. Bidding will be conducted through the National Competitive Bidding (NCB) procedures and is open to all eligible domestic bidders as specified and defined in the bidding document.
5. Interested eligible bidders may obtain further information and aspect the bidding documents, including complete set of engineering drawings which is necessary for bidding purpose at the address given below at office working hours.
6. A complete set of bidding documents prepared in English, may be purchased by any interested eligible bidder against a non-refundable fee of Birr 2000 ETB (Two thousands Birr) at: IDB.
   Office of the Procurement, Tel: 025-775-3597, P.O.Box-306 Jigjiga, Ethiopia the method of payment will be in cash .Effective from the first date of announcement advertised by Addis Zemen newspaper up to dead line( for 15 Continues Calendar days) and the bid submission date will be 16 day from advertised at 10:00 A.M local time and opening 16th day at 10:30 A.M local time.

8. All bids must be accompanied by a bid security in the form of Certified Payment Order (CPO), cheque or a Bank Guarantee of amount 500,000 Birr / Five Hundred Thousand Birr/.
9. Bidders shall submit one mother Envelope containing one original for Both technical Proposal and Financial offer and Also one copy for both technical proposal and financial offer, the technical proposal and financial Offer both original and copy will be sealed in such a way that upper part of the envelope, all documents which is in mother envelope will be separately in envelope each of them, also bid security as indicated in the above in acceptable form as indicated in bidding will be separate Envelope which is sealed the same as the technical proposal. And financial Offer.
10. Evaluation is to be carried out first must meet requirement (legal qualification, Professional qualification and equipment, technical qualification and financial standing), then in three stages preliminary Evaluation first and Detail Technical Evaluation bids of qualified bidders will be next. Financial Evaluation of qualified bidders will be opened at the same address given above on the date that is to be declared by the endorsing committee after completion of the evaluation of technical proposal, unqualified bidders' financial proposal will be returned un opened to bidder N.B. If the bid opening ceremony date is not a working day, the bid opening date will be next working day.
11. Bids shall be valid for 60 days after bid opening
12. IDB reserves the right to accept or reject any or all of the bids

N.B. the contractor awarded the project will carry out 50% of the work without receiving payment from the office, due to delays in the project budget
