(National Open Competitive Bidding - Two-Stage Bidding Procedure)

Project Title: Supply, Delivery, and Installation of Detachable, Relocatable Modular Homes for Site Offices and Staff Accommodations

1. The Ethiopian Engineering Corporation (EEC) invites eligible and qualified bidders to submit sealed bids for the Supply, Delivery, and Installation of Detachable, Relocatable Modular Homes intended for various project site offices and staff accommodations across Ethiopia.
2. The bidding process will be conducted using the Two-Stage Bidding Procedure in accordance with the Public Procurement Guidelines of the Federal Democratic Republic of Ethiopia:
   • Stage One: Unpriced Technical Proposals describing technical specifications, performance capabilities, layout designs, and execution methodologies (without any financial offer).
   • Stage Two: Final Technical Proposals incorporating any agreed-upon modifications from Stage One evaluations, accompanied by sealed Financial Proposals.
3. Bidding is open to all qualified local manufacturers, suppliers, and joint ventures holding:
   • Valid/renewed Trade License for the current Ethiopian Fiscal Year.
   • Tax Clearance Certificate from the Inland Revenue Authority.
   • VAT Registration Certificate and Taxpayer Identification Number (TIN).
   • Registration in the Public Procurement and Property Authority (FPPA) Suppliers List.
4. A complete set of the Stage One Bidding Document in English may be purchased by interested eligible bidders upon submission of a written application to the address below and upon payment of a non-refundable fee of ETB 300.00 (Three Hundred Birr) via direct cash deposit or bank transfer to EEC's bank account.
5. Bidders may inspect or obtain further information from the Procurement, Facility and Property Administration Directorate during official working hours (Monday to Friday: 8:00 AM-5:00 PM).
6. Submission and Opening of Stage One Bids:
   • Bids must be delivered to the physical address listed below on or before Oct 16, 2026, at 10:00 AM (Local Time). Electronic bidding will not be permitted. Late bids will be automatically rejected.
   • Bid Security: Stage One proposals do not require Bid Security. Qualified bidders who advance to Stage Two will be required to submit a Bid Security (CPO or Unconditional Bank Guarantee) along with their Stage Two Financial Proposal.
   • Stage One technical bids will be opened publicly on Oct 16, 2026, at 10:30 AM (Local Time) in the presence of bidders or their authorized representatives who choose to attend at the EEC Main Conference Hall.
