SECOND TIME INVITATION

1. Oromia National Regional State has allocated fund, to be used for the procurement of consultancy services and invites all eligible local consultants for, under taking Data Collection and Review, Infrastructure Assessment, Infrastructure condition on Historical trend analyses, Gap Analysis and Needs Identification, Future Infrastructure Needs Forecasting, and Strategic Recommendations and Prioritization, of Construction Need Assessment in Oromia Regional State
2. Interested consultants shall submit the following evidence and other appropriate documents demonstrating the bidder's compliance,

i     Renewed certificate of competency from Oromia constriction authority or

          authorized bodies

1. Trading/business license renewed for bid period and commercial registration certificate from authorized bodies.
2. Vat and tax payer identification certificate issued by the tax authority
3. Tax clearance certificate issued from tax authority (Inland Revenue authority) which allows the bidder to participate in public tenders at the date of the deadline for the bid submission.
4. Evidence of being registered at Ethiopian public procurement and property administration agency (PPPAA) supplier list.

3. Interested eligible bidders may obtain further information and inspect the bidding documents from OCA's head office at the address given below at office hours. A complete set of scanned bidding document (in soft copy form), prepared in English language, may be purchased by any 12 interested eligible bidders on submission of written application to the address below and upon A C payment of non-refundable fee of ETB 1000 (one thousand birr) only, effective from the first O date of announcement up to the deadline. The method of payment shall be in cash to the OCA's Head Office. Purchase, Resource Administration and Finance Directorate 4th Floor, Room No.409 Cashier.
4. Bidding will be conducted through the national competitive bidding (NCB) procedures and is open to all eligible domestic bidders as specified and defined in the bidding document
5. Bidders shall submit: One Original and One photocopy for both technical proposal and financial offer. Technical proposal will be sealed in such a way that one original and one photo copy to be sealed in separate envelope labeled "ORIGINAL & PHOTOCOPY" and then placed in another outer envelope along with bid security as indicated in the above table, in an acceptable form as indicated in bidding document. Financial proposal will be sealed in such a way that one original and one photocopy to be sealed in separate envelope labeled as "ORIGINAL & PHOTOCOPY" and then placed in another outer envelope. Finally, the whole documents shall be placed in a single sealed envelope whose outer cover containing all necessary information about the firm & Employer including project information and submitted in the bid validity period at the address shown below.
6. Bids must be delivered to the address below on the mentioned submission date. All bids must be accompanied by a bid security indicated in the above table. Late bids will be rejected. Qualification Application, Financial offers, and Bid security of the bidders will be opened by the Oromia construction authority in the presence of bidders' representatives who choose to attend at the address below on the final date and 30 minutes after bid submission as stated above.
7. Bids will be closed at 4:00 PM and opened in the presence of the bidders/who choose to attend in person/ at 4:30 pm after 14 consecutive calendar days from the date of this announcement
8. Bidders must meet the minimum qualification criteria for their financial proposal to be opened. Unqualified bidders' financial proposal will be returned unopened to the bidder.
9. Financial Proposal of qualified bidders will be opened at the same address given below on the date that is to be declared by the Authority's Bid Endorsing Committee after completion of the evaluation of Technical Proposals
10. The Bid validity period shall be: 120 days after the latest date for submission of bid.
11. Oromia construction authority reserves the right to reject any bid and to annul the bidding process and reject all bids at any time, without thereby incurring any liability to Bidders.
