መስሪያ ቤቱ ጨረታውን ሙሉ በሙሉ ወይም በከፊል የመሰረዝ መብቱ የተጠበቀ ይሆናል፡፡ በዋጋ ማቅረቢያው የሚወዳደር ማነኛውም ድርጅት ባህር ዳር የሆነ ወይም ህጋዊ ተወካይ ባህር ዳር ያለው መሆን ይጠበቅበታል፡፡ አሸናፊ የሚሆን ድርጅት አቅርቦቱን ባህር ዳር ዩኒቨርስቲ ህክምናና ጤና ሳይንስ ኮሌጅ ንብረት ክፍል ድርስ በራሱ ትራንስፖርት የማቅረብ ግዴታ ይኖርበታል፡፡
እንዲሁም በጨረታ የሚሳተፍ ማንኛውም ድርጅት ዩኒቨርስቲው ባዘጋጀው ስፔስፊኬሽን መሠረት ብቻ ማቅረብ የሚችል ነው፡፡
