INVITATION TO BID (ITB)
Provision of Taxi Transportation Services

MSI Ethiopia Reproductive Choices (MSIE) invites sealed bids from eligible, qualified, and legally registered taxi transportation service providers for the provision of taxi transportation services under a Framework Service Agreement.

Interested bidders may obtain the bidding document (TOR) from the Reception Desk of MSI Ethiopia Reproductive Choices (MSIE) Support Office, located at Wollo Sefer, in front of Tebaber Berta Building, Addis Ababa, during working hours (8:30 AM to 5:30 PM) starting 09 November 2026

Eligibility Requirements
Interested bidders must:

• Hold a valid and renewed business license for taxi or transportation services.
• Possess a valid Business Registration Certificate.
• Possess a valid TIN Certificate.
• Possess a VAT Registration Certificate (where applicable).
• Submit a valid Tax Clearance Certificate.
• Provide all required legal and technical documents as specified in the bidding document.

Bid Submission
Bidders shall submit their Technical Proposal and Financial Proposal in separate sealed envelopes enclosed within one outer sealed envelope clearly marked with the tender title and bidder details.

A Bid Security of 50,000 (Fifty Thousand Birr) ETB in the form of CPO or Unconditional Bank Guarantee from a reputable bank shall accompany the bid.

• Bid Opening: 09 November 2026, 10:30 AM
• Venue: MSIE Meeting Hall, Addis Ababa

Late bids will be rejected and returned unopened.

Interested and eligible bidders may obtain the bidding documents during working hours starting from the first date of this announcement upon payment of a non-refundable administrative fee of 500 ETB (Five Hundred Birr).

Interested bidders shall collect the bank account information from the MSI Ethiopia Reproductive Choices (MSIE) Reception Front Desk, deposit the required amount, and present the deposit slip when collecting the bidding documents from the address below:
