1. Bidding will be conducted in accordance with the limited regional tendering procedures contained in the Public Procurement Proclamation of the Federal Government of Ethiopia, and the process is open to all eligible bidders."
2. Interested eligible bidders may obtain further information from the Afar Tourism Bureau in Semera and inspect the bidding documents at the address specified in 7(a) below between 8:00 A.M. to 16:30P.M
3. A complete set of Bidding Documents may be purchased as this advertisement by appearing in person at the tourism office located in Semera for 21 Working days by interested eligible bidders on submission of a WRITTEN APPLICATION and VAT REGESTIRATION CERTEFICATES, TRADE LICENCE & TAX CLEARANCE LETTER at the address below at 7(b).
4. Bids must be delivered to the address below at 7(c) at or before closing Date. All bids must be accompanied by a bid security of Ethiopian Birr 50,000.00 payable on first demand. Late bids shall be rejected. Bids will be opened in the presence of the bidders' representatives who choose to attend at the address below at 7(d).

• (b) Documents can be purchased from Afar Tourism Bureau at Semera, Ethiopia
• (c) A complete set of Bidding Documents may be purchased started from the 1st day of this announcement issued on the 15 working days from Afar Tourism Bureau at Semera, Ethiopia. Submission of a WRITTEN APPLICATION, Afar Tourism Bureau and VAT REGESTIRATION CERTEFICATES, TRADE LICENCE & TAX CLEARANCE LETTER .If the 15th date is not the working date it will be on the next working day.
• (d) The Bid will be submitted at the 15th date from 8:00A.M. - 10:15 A.M. and opened on the following day at 10:30 A.M. in Afar Tourism office Hall at Semera.
• e) The bidders are instructed to submit all bid documents in five inner envelopes i.e. the (Technical Proposal, Financial Offer, and Bid Security) and one outer envelope, duly marking the inner envelopes as "Original" and "Copies" both for the "Technical Proposal" and "Financial Offer".
• f) Bid evaluation criteria's as follows:
  • F.1- Average Annual turnover for the last 3 years should be Birr 5, 0000, 000.00 (five million birr only).
  • F.2- Experience in Tourism and Tourist Facility Projects
  • F.3- Experience in projects of a similar nature and complexity.
• g) Project completion time shall be 120 calendar days, but we will respect some obstacle in the area that limit the working time.
• h) Bidders should accept the following specific conditions
  • H.1-Should fill all forms on the information required for limited tender, seal and sign the bid documents Failure to do so results as non-responsive.
  • H.2 Site Visit is Mandatory before making bid documents
  • H.3 CONTRACTORS should have a proven experience in tourism or similar nature of works.
  • H.4 ALL CONTRACTOR'S OF GC/BC 5 and above WITH VALID LICENCE to the current year.
  • H.5 Contractors staff should respect the community, regional laws and Tourism code of Conduct.
  • H.6 Sufficient protection and care must be given to all green plants and natural resources
  • H.7 Material and labour mobilization will be by Car form Semera to the Dallol and kuneba destination which Is around 600 km, It takes ½ day or more than; they have to consider this mobilization cost.
  • H.8 The client has the right to accept or reject any or all bids.
