OPEN TENDER INVITATION TO BID FOR EXTERNAL AUDIT SERVICE

1. Invitation: KebronHill Microfinance Institution S.C. (KHMFI) invites eligible and AABE-licensed audit firms to submit sealed bids, under Open Tender reference KHMFI/PRO/OT-001/2026, for the provision of external audit service for the financial year ending June 30, 2027.
2. Eligibility Requirements: Bidders shall fulfill the requirements set out in NBE Directive No. MFI/37/2024, including, at a minimum:
   • Valid AABE (Accounting and Auditing Board of Ethiopia) audit firm business license.
   • Taxpayer Identification Number (TIN), valid VAT registration certificate, and valid tax clearance certificate.
   • Audit team members holding valid IFRS training certificates.
   • A minimum of three (3) years' audit experience with microfinance institutions or banks.
3. Term of Engagement: The selected firm shall be engaged for one (1) year, renewable annually by the Annual General Meeting up to a maximum of three (3) consecutive years, based on satisfactory performance, and subject to National Bank of Ethiopia approval each year, in accordance with NBE Directive No. MFI/37/2024.
4. Bid Documents: May be collected from KHMFI's Facility and Logistics Department, Debrework Building, Mexico Square, 10th Floor, Addis Ababa, upon payment of a non-refundable fee of ETB 200 in cash, from October 02, 2026 to October 16, 2026, during working hours.
5. Bid Security: ETB 30,000 in the form of CPO or Bank Guarantee, valid for 90 days, must accompany the technical proposal.
6. Submission (Two-Envelope System): Bidders shall submit sealed Technical and Financial Proposals under the Two-Envelope System, as follows:
   • One original and one copy of the Technical Proposal and one original and one copy of the Financial Proposal, each set placed in a separate sealed envelope, clearly marked "Technical Proposal" and "Financial Proposal" respectively, with the bidder's name and the bid reference number KHMFI/PRO/OT-001/2026.
   • Both envelopes shall be enclosed in one outer sealed envelope, addressed to KHMFI's Facility and Logistics Department, at the above address.
   • Bids must be delivered to the address above on or before October 17, 2026, at 5:00 PM (EAT).
   • Late bids will be automatically rejected.
7. Bid Opening: Technical proposals will be opened on October 19, 2026, at 9:00 AM (EAT), at the above address, in the presence of bidders or their authorized representatives. Financial proposals of only technically qualified bidders will be opened at a later date.
