Assignment Title: Study and Prepare “a Comprehensive Framework for Sustainable Groundwater Resources Development, Abstraction Management, and Groundwater Modeling System”.
Consultancy Service Reference No: - ET-AAWSA-42137-CS-QCBS
The Federal Democratic Republic of Ethiopia (FDRE) has received financing from the World Bank toward the cost of the Second Urban Water Supply and Sanitation Project and intends to apply part of the proceeds for consulting service referenced above where target beneficiary is Addis Ababa city, capital city of FDRE.
The consulting service intended duration is for Twenty-four (24) calendar months.
Objective of the study: is to meet exponentially growing water demand of Addis Ababa city by developing groundwater resources after tackling the prevailing uncertainties resulted from unexpected groundwater levels lowering, yield decline and quality and hazardous substances contamination risks by establishing comprehensive framework/system for sustainable groundwater development and abstraction/operations management. Ensuring sustainable, wise, economic, quality ensured and conserved use of groundwater without undesirable and unwanted effects to the environment.
The Study Area includes well fields located within Addis Ababa city administration borders and surrounding areas. The city population is about 3.4 million, currently about > 60 % of its domestic and municipal water supply source is from groundwater , hundreds of deep water wells drilled (reaching 500m of depth) in volcanic aquifers, largely scoraceous/scoria, vesicular and fractured (tectonic) basalts intercalated with acidic/intermediate rocks , forming multilayer aquifers situated on the western shoulder of the Ethiopian Rift Valley.
Scope of Consultancy Services: The scopes of services are mainly the following to be performed in chronological order.
- Situation Analysis: Assess the existing groundwater development and management system and related issues;
- Establish leading edge computer based groundwater Database and Database Management System: after performing entire inventory of all drilled wells, springs, in the study area and gathering relevant data and information and performing analysis, and further to be enriched by the findings of this study;
- Study and Establish Geological frameworks: : by producing geological maps at scale of 1:50,000, describing lithostratigraphy, geomorphologic features ,drainage patterns, tectonic structures along with indicative geostructural maps , cross sections, lineaments / fractures networks etc.;
- Study and categorize Hydrogeological regimes and conceptualization of the groundwater flow system of the study area producing hydrogeological maps at scale of 1:50,000, describing hydrology , hydrostratigraphy, geohydrochemistry , delineation of major and minor Aquifers etc.;
- Study and Produce Groundwater Flow and Solute/Contaminant Transport Models at Regional, catchment /well fields levels which meets the objectives of the study : includes, (a) producing models conceptualizations for different scenarios of the groundwater flow systems, (b) applying best practiced appropriate modeling methods/types to the study area to meet the study objectives (c) Selecting and running state of the art softwares and codes capable of simulating quantifying and predicting current and future annually usable safe yield of potential aquifers and optimization/refinement at well field /catchment levels for sustainable abstraction/ operations management and modeling of major groundwater contaminants concentrations and paths ; and assessing effects of interactions of groundwater with surface waters (d) Produce Vulnerability map of major hazardous groundwater contaminants and /or plumes at scale of 1:50,000 ;
- Prepare Groundwater Atlas of Addis Ababa City (the study) area: comprising collection of maps (at 1: 50,000 scale) including graphs, charts, tables, narrations etc., using GIS. Expected to display maps of : delineation of major potential aquifers geometry and their predicted safe yields, geology,hydrogeology , geohydrochemistry, distribution of historic and current water wells/ well fields including aquifer & well parameters , flow nets and groundwater levels, recharge and discharge zones, distribution of major hazardous contaminants, water types, salinity maps, delineation of overstressed and potential zones and so forth;
- Establish groundwater resources sustainable development and abstraction management system: summing up the findings of the study set groundwater (quantity and quality wise) abstraction goals, thresholds, and measuring criteria to safely harness potential aquifers at well field levels;
- Design and establish groundwater monitoring networks and its management System;
- Recommend strategic prospects and risks of groundwater development and management including future best practices, protection of aquifer depletion and pollution, conservation measures etc. and the way forward.
The Addis Ababa Water Supply and Sanitation Authority (AAWSA), Water and Sanitation Development and Rehabilitation Project Office now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short listing criteria are:-Core business and years in business, qualification, and experience in the field of assignment, organizational and managerial capabilities of the firm, and general qualification and number of key staff but not individual experts’ bio data.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits by World Bank Borrowers dated January 2011 and revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest for consulting services.
Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.
A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method as is set out in the Consultant Guidelines.
