1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, issue no.741, 31 December 2008.

2. The Federal Democratic Republic of Ethiopia has received credit from the International Development Association toward the cost of Tana & Beles Integrated Water Resource Development Project, and itintends to apply part of the proceeds of this credit to payments under the Contract for the procurement of Hydro metrological information system and Basin information System Equipment.

3. The Ministry of Water & Energy now invites sealed bids from eligible and qualified bidders for Supply and Installation of Hydrologic Network Instrumentation, Data Acquisition and Processing Hardware And Software.

4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank's Guidelines:Procurement under IBRD Loans and IDA Credits, and are open to all bidders from Eligible Source Countries as defined in the Guidelines.

5. The provision in the Instructions to Bidders and in the General Conditions of Contract ate the provisions of the Bank Standard Bidding Documents: procurement of Plant Design, Supply, and Installation

6. Interested eligible bidders may obtain further information from Ministry of Water & Energy, mailto:muradumer.somoro15@gmail.com and inspect the Bidding Documents atthe address given below from 8:30 AM to 12:00 AM and 2:00 PM to 5:00PM local time.

7. Qualifications requirements and other additional details areprovided in the Bidding Documents.

•  The bidder shall submit auditedfinancial statements of the company for the last 3 years to demonstrate that it has an average annual turnover of USD8,000,000.00.

•  Documentary evidence of experience and capability for at least two contracts each amount more than USD 1,500,000.00 in the last five yearson similar assignment.

•  Had experience of supply and delivery of similar goods for the last at least three years.

•  The Bidder shall furnish documentary evidence to demonstrate that the Goods it offers meet the requirements specified in the given specification of the bid document.

8. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non refundable fee of Birr 200.00 or in Equivalent value of USD.  The method of payment will be in Cash or cheque. 

9. Bids must be delivered to the address below at or before 10:00 A.M on 30 April 2013. Electronic bidding will not be permitted. Late bids will be rejected.  Bids will be opened in the presence of the bidders' representativeswho choose to attend in person at the address below at 10:30 AM on 30 April 2013. All bids must be accompanied by a Bid Security of  the amount ETB 340,000.00 or an equivalent amount in a freely convertible currency in the form of Bank guarantee or surety
