Notice type: Call for individual consultants

Dear Bidder, The International Labour Office (ILO) is looking for an individual consultant to undertake work as an External Collaborator. Below is a summary of the work to be performed: Under the framework of the second phase of the project "Support to Free Movement of Persons and Transhumance in the IGAD Region (FMPT II)", funded by the European Union, the ILO is supporting the Confederation of IGAD Employers (CIE) in strengthening employers’ engagement in the ratification and implementation of the IGAD Protocol on Free Movement of Persons (IPoFMP). The ILO seeks to recruit an international consultant to develop a Position Paper on Free Movement of Persons from employers’ perspective, together with an Advocacy Brief and an actionable Implementation Roadmap to support CIE's advocacy efforts at national and regional levels. The consultant will undertake a desk review, document analysis, conduct consultations with CIE, its members EBMOs, IGAD and other relevant stakeholders, and prepare a Position Paper presenting evidence-based analysis and strategic recommendations. The consultant will also prepare an Advocacy Brief together with a concise implementation roadmap identifying priority follow-up actions, responsible actors and indicative short-, medium- and long-term timelines for CIE, present the findings during a virtual regional validation workshop and finalize all three documents by incorporating comments received from the ILO, IGAD, CIE, its members and other relevant stakeholders. If you are interested, please express your interest and follow the instructions provided to consult the detailed Terms of Reference and other relevant information available through the ILO e-sourcing platform. Please submit your proposal before the specified deadline. Thank you.
