EXPRESSION OF INTEREST N°01 / WATHAB / 2026

APPLICANT: International Committee of the Red Cross (ICRC)

A. BACKGROUND

As part of its assistance program in Ethiopia, The International Committee of the Red Cross (ICRC) is an international, independent, neutral organization ensuring humanitarian protection and assistance for victims of war and other situations of violence. The ICRC, through its Water and Habitat (WatHab) Department, is launching an Expression of Interest (EOI) to pre-qualify construction and consultancy companies operating in various fields of civil engineering and/or hydraulic infrastructure (buildings, water supply systems, etc.) in Ethiopia. Eligible companies must demonstrate the experience, expertise, local knowledge, understanding of field constraints, and financial capacity required to successfully conduct construction works.

The selection process will be conducted in three stages:

• Stage 1: Pre-qualification of construction companies through this EOI.
• Stage 2: Visits to the warehouses and/or offices of pre-qualified companies by ICRC teams from the various sub-delegations.
• Stage 3: Updating of the list of companies that may be invited to participate in restricted tenders issued by the ICRC in 2026-2027

B. APPLICATION FILE REQUIREMENTS

Mandatory Documents to Be Submitted (Any non-compliant or missing document will result in immediate disqualification).
Each submission must include an Administrative File and a Technical File, presented in the order specified below. Both files must be submitted electronically.

a) Administrative File
The administrative file must include the following documents:

• A proof of valid Company Registration /Trade Registration Certificate
• A recent VAT declaration copy and payment invoice to the concerned Customs Authority Branch Office
• A customs licence for Impex transactions
• ID number of the owner of the company
• A Bank account certification or banking details in the name of the company.
• An accreditation issued by the Ministry of Urban Planning and construction, the Ministry of Water and Energy, or the respective regional authorities.
• Company profile and a copy of the organizational chart.
• Cities/towns/regions covered by the company.
• The Turnover for the last three consecutive years (separately) with percentage

b) Technical File
The technical file must include the following documents:

• A company brochure or presentation note clearly describing the areas of expertise (maximum two pages). (I,II,III)
• A list and references of works completed by the bidder within its area(s) of expertise over the last three years with a minimum project value of ETB 3,000,000). Supporting documents, such as final acceptance certificates, service contracts, or equivalent evidence, shall be provided. This list must be accompanied by provisional and/or final acceptance reports, the name of the territory and exact location of the construction site, and the client's name and contact information (Complete Template in Annex 1). (II)
• A list and references of Consultancies completed by the bidder within its area(s) of expertise over the last three years. Supporting documents, such as final acceptance certificates, Consultancy contracts, or equivalent evidence, shall be provided. This list must be accompanied by provisional and/or final acceptance reports, the name of the territory and exact location of the construction site, and the client's name and contact information (Complete Template in Annex 1). (I)
• A list of construction equipment and machinery and their operational status (Complete Template in Annex3). (II)
• A list of the company's human resources, including the qualifications of key and technical personnel (certified copies of diplomas, CVs, and relevant certificates) (Complete Template in Annex 2). (I, II)
• A list of possible geographical areas for work implementation/delivery in Ethiopia (by region/Zone/ Woreda/Kebele and specific location) considering the movement/access challenges due to current conflicts & security concerns. (I, II,III)

Note: Certified true copies issued within the last three months may be submitted.

C. AREAS OF ACTIVITY FOR WORK CONTRACT, CONSULTANCY SERVICES, AND ITEM SUPPLY

1) Consultants for the following services, Category I

• Topography works.
• Hydro Geological Survey works.
• Consultant engaged in Electrical demand analysis (consultancy service in energy, environment, climate change, and related areas)
• Consultant experienced in solar energy systems (studies, design, training, and monitoring)
• Design works (Architectural, Structural, Sanitary, Electrical, Mechanical, water supply system)
• Consultant in Public health /Hygiene Promotion
• Consultant experienced in providing capacity-building training for water utility experts.
• Consultants in operation and maintenance (plumbing, electrical, building construction, and electromechanical)
• Consultants in monitoring and supervision of construction and rehabilitation works related to civil, electrical, plumbing and water supply networks.

2) Contractors for the following works, Category II

• Borehole Drilling works
• Contractors experienced in Electromechanical Works
• Contractors experienced in Building Construction
• Contractors experienced in Water Construction Works
• Contractors experienced in Design Build projects

3) Suppliers for the following items, Category III

• Handpumps
• Electromechanical material including (water pumps, generators, electrical panels, cables, transformers etc.)
• Solar Energy Systems (complete system) covering a wide range of sizes and applications.
• Pipes & fittings of several types of materials (HDPE, GI, CI UPVC, PVC etc.)
• Water tanks of various storage capacities
• Water treatment chemicals for household level (e.g., Aqua tabs, Bishangari etc.) and water utilities (e.g., Chlorine (Hypochlorite HTH), Alum-Sulfate etc.).
• Sanitation solutions in emergency (pit slab, Shower tray, Hut with Pit Slab, Hut with Pit Slab, Hut with Shower, etc.)
• All construction and building materials.
• Supply of cooking utensils including bread baking machines, stainless steel cooking pots, Improved Rocket Stove (IRS)...

D. SUBMISSION OF APPLICATIONS

The interested applicants may submit their applications at the earliest but not later than the last date and time for submission of the Expression of Interest i.e. 12/11/2026 at 3:00 PM
