1. The Bureau of Agriculture and Natural Resource Development, Sidama National Regional State has received financing from the International Fund for Agricultural Development (IFAD) the financing of which is being administered by IFAD and intends to apply a part of the proceeds of the financing to this purchase. The use of any IFAD financing shall be subject to IFAD's approval, pursuant to the terms and conditions of the financing agreement, as well as IFAD's rules, policies and procedures. IFAD and its officials, agents and employees shall be held harmless from and against all suits, proceedings, claims, demands, losses and liability of any kind or nature brought by any party in connection with Sidama National Regional State Bureau of Agriculture Participatory Agriculture & Climate Transformation (PACT) Programme.
2. The purchaser now invites sealed bids from eligible entities (bidders) for the provision of the procurement of the supply, delivery, installation, testing, commissioning and training of operators of Agricultural Mechanization Tools. The supplier shall provide a fully functional and integrated processing system, including all required machinery, equipment, accessories, utilities, installation, commissioning, and operator training services
3. This IFB is open to all eligible bidders who wish to respond. Subject to restrictions noted in the bidding document, eligible entities may associate with other bidders to enhance their capacity to successfully carry out the procurement.
4. The goods and related services, and the contract expected to be awarded, are divided into the following lots and expected to accompanied by a bid security :
   • Lot 1: Lignite Crushers, ETB 46,000.00 forty five thousand birr in the form of unconditional bank guarantee, bond guarantee or CPO in the name of SNRS Agriculture and Natural Resource Development Bureau
   • Lot 2: Maize Sheller ETB 15,000.00 / fifteen thousand birr in the form of unconditional bank guarantee, bond guarantee or CPO in the name of SNRS Agriculture and Natural Resource Development Bureau
   • Lot 3: Enset Processing Machine ETB 30,000.00 thirty thousand birr in the form of unconditional bank guarantee, bond guarantee or CPO in the name of SNRS Agriculture and Natural Resource Development Bureau
5. Bidding will be conducted using the national competitive bidding (NCB) method, the evaluation procedure for which is described in this bidding document, in accordance with the IFAD Procurement Handbook which is provided at www.ifad.org/project- procurement. The NCB process, as described, will include a review and verification of qualifications and past performance, including a reference check, prior to the contract award
6. Please note that a pre-bid conference will not be held as described in the bid data sheet (BDS), Section III of the bidding document.
7. Bidders interested in submitting a bid shall purchase the bidding document against payment of a non-refundable fee of 800 ETB

8. Bids must be delivered to the address and in the manner specified in the BDS ITB 25.1, no later than 7/11/2026, 2:00 PM EAT.
9. Bid will be closed on the date 7/11/2026 G.C.at 2:00 PM EAT & opened in the presence of bidder or their legal representatives on the same date at 2:30 PM EAT.
10. Bidders should be aware that late bids will not be accepted under any circumstance and will be returned unopened at the written request and cost of the bidder. All bids must be accompanied by a bid security in the manner and amount specified in the bid data sheet.
11. Please, note that electronic bids shall not be accepted.
