Provision of Transaction Advisory Services for Securities Registration

International Cardiovascular and Medical Center S.C. (ICMC) hereby invites all interested, eligible, and qualified advisory firms to submit competitive proposals for the provision of Transaction Advisory Services to support the registration of securities with the Ethiopian Capital Market Authority (ECMA), in accordance with the requirements detailed in the Request for Proposal (RFP) document.

1. Requirements & Eligibility Criteria

Interested bidders must submit proof of eligibility by providing valid copies of the following documents:

• Renewed Trade/Commercial License for the current Ethiopian Fiscal Year (2018 E.C.)
• Tax Identification Number (TIN) Certificate
• Value Added Tax (VAT) Registration Certificate
• Tax Clearance Certificate valid for the current bidding period
• Professional practice license/accreditation relevant to capital market advisory services (where applicable)

2. Collection of Bid Documents

The complete RFP document may be purchased by interested bidders starting from September 30, 2026, during working hours, from the address below upon payment of a non-refundable fee of Birr 1,000.00 (One Thousand Ethiopian Birr).

3. Bid Security (Guarantee)

• Bids must be accompanied by a Bid Security equivalent to 2% of the bidder's total fixed technical and financial advisory fee proposal.
• The Bid Security must be submitted in the form of an Unconditional Bank Guarantee or a Cash Payment Order (CPO) issued by a recognized domestic bank, payable to International Cardiovascular and Medical Center S.C.
• Insurance bonds or letters of credit are not acceptable.

4. Submission of Bids

• Bidders shall prepare one (1) Original and one (1) Copy of both the Technical Proposal and Financial Proposal.
• The Technical and Financial Proposals must be sealed in separate inner envelopes clearly marked:
  - "Original Technical Proposal" | "Copy Technical Proposal"
  - "Original Financial Proposal" | "Copy Financial Proposal"
• Both inner envelopes must then be enclosed in a single outer wax-sealed envelope labeled:
  "Tender for Transaction Advisory Services for Securities Registration-Ref No: ICMC/TA/ECMA/01/2026"
• All bids must be deposited in the Tender Box designated for this purpose at the Share Administration Office on or before October 15, 2026, at 10:00 AM East Africa Time (EAT).
• Late bids received after the closing deadline will be automatically rejected without being opened.

5. Bid Opening

• Bids will be opened publicly on October 15, 2026, at 10:30 AM EAT at the ICMC General Hospital Main Conference Room, in the presence of bidders or their duly authorized representatives who choose to attend.
• Bids shall remain valid for a minimum period of 90 calendar days after the bid submission deadline.
