INVITATION FOR TENDER (Ref. NCB/OCC-043/2026)

Oromia Construction Corporation (OCC) intends to invite eligible and qualified bidders for the procurement of EXPLOSIVE MATERIALS to be used for its construction projects.

Therefore, interested and eligible bidders are invited to submit their bids in accordance with the terms and conditions specified in the bidding document and the preliminary requirements set out below:

1. Bidders shall submit valid and recently renewed Trade License, Tax Clearance Certificate issued by the relevant authority, EPPA Supplier Registration Certificate/registration through the EPPA website, VAT Registration Certificate, and TIN Registration Certificate, as applicable.
2. Bidding documents may be collected from the Oromia Construction Corporation Head Office, Corporate Procurement Team, Finfinne (Addis Ababa), Akaki Kality Sub-City, starting from the date of this announcement, upon payment of a non-refundable fee of ETB 500.00 (Five Hundred Birr).
3. Bidders shall ensure that the products offered comply with applicable environmental protection requirements and shall provide a clear statement regarding environmental compliance or an eco-friendly product description, where applicable. Bidders shall also submit a statement demonstrating conformity with Occupational Safety and Health (OSH) requirements and measures to safeguard workers from potential hazards associated with the products.
4. Each bid shall be accompanied by a bid security in the amount specified in the bidding document, in the form of a Cashier's Payment Order (CPO) or an unconditional and irrevocable bank guarantee issued by a recognized bank. The bid security shall be submitted separately, duly sealed and stamped.
5. The bid shall be prepared and submitted in two separate sealed envelopes, namely Technical Offer and Financial Offer. Each offer shall be submitted in two copies: one Original and one Copy. clearly marked accordingly.
6. The bid shall be closed on OC15, 2026 G.C. at 2:00 P.M. and opened on the same date at 2:30 P.M. at the OCC Head Office, in the presence of bidders or their authorized representatives who wish to attend.
7. OCC reserves the right to accept or reject the bid, in whole or in part, in accordance with the applicable procurement rules and the conditions stated in the bidding document.
