መስሪያ ቤቱ ጨረታውን ሙሉ በሙሉ ወይም በከፊል የመሰረዝ መብቱ የተጠበቀ ይሆናል፡፡ በዋጋ ማቅረቢያው የሚወዳደር ማንኛውም ድርጅት ባህር ዳር የሆነ ወይም ህጋዊ ተወካይ ባህር ዳር ያለው መሆን ይጠበቅበታል፡፡ አሸናፊ የሚሆን ድርጅት አቅርቦቱን በባህር ዳር ዩኒቨርስቲ ህክምናና ጤና ሳይንስ ኮሌጅ ድረስ በትራንስፖርት የማቅረብ ግዴታ ይኖርበታል፡፡ እንዲሁም በጨረታ የሚሳተፍ ማንኛውም ድርጅት ዩኒቨርስቲው ባዘጋጀው ስፔስፊኬሽን መሰረት ብቻ ማቅረብ የሚችል ነው፡፡
