Invitation for Bids

The Gurawa Woreda Finance Office has received budget from the Woreds Administration has secured part of the required fund towards the cost of execution these projects and cover eligible payments under the contract for works.

1. The Gurawa Woreda Finance Office now invites eligible bidders to submit sealed bids for providing the necessary labor, material and equipment for construction works of the Above Office Building Projects.
2. Interested bidders shall submit the following evidence:
   The bidders shall have a certificate of competency from Oromia Construction Authority or Ministry of Federal Construction with Category GC-5 & Above renewed for the bidding period and other appropriate documentary evidences demonstrating the bidder's compliance, which shall include:-
   1. Trading/Business License renewed for bid period and Commercial Registration Certificate from authorized bodies.
   2. VAT & Tax payer Identification Certificate issued by the tax authority,
   3. Tax Clearance certificate issued from the Tax Authority (Inland Revenue Authority) which allows the bidder to participate in public tenders at the date of the deadline for bid submission.
   4. Evidence of Being/Registered at Ethiopian Public Procurement and Property Administration Agency (PPPAA) Supplier list.
3. Bidding will be conducted through the National Competitive Bidding(NCB) procedures and is open to all eligible domestic bidders as specified and defined in the bidding document.
4. Interested eligible bidders may obtain further information and inspect the bidding documents, including a complete set of Engineering Drawings which is necessary for bidding purpose, at the address given below at office working hours. A complete set of bidding documents prepared in Afaan Oromoo language may be purchased by interested bidders from Gurawa Woreda Finance upon submission of written application and a non-refundable fee of birr 2000 TWO Thousand birr) effective from the first date of announcement up to deadline. The method of payment shall be deposited to Singe Bank Gurawa Woreda Economic finance account Number.
5. All bids must be accompanied by bid security in CPO of 200,000.00 (Two Hundred Thousand Birr) Valid for 120 days after the date of bid opening; the bid security must be addressed to Gurawa Woreda Finance Office & must be attached with Technical Proposal.
6. Submission and opening of the bid; (Gurawa Woreda Finance Office)
   A. The deadline of bid (both qualification and financial offer sign dependently) submission shall be on or before 5:30 PM of the 21" Calendar Day of the bid starting from the date of announcement.
   B. The original and copy of the qualification document shall be placed in a sealed envelope marked as "Qualification Document" and both envelopes shall be placed in large outer envelope and wax sealed. This outer envelope shall bear the submission address and other information indicated in the data sheet and be clearly marked "TO BE OPENED ONLY IN THE PRESENCE OF TENDER COMMITTEE."
   C. The original and copy of the financial offer documents shall be placed in a sealed envelope marked as "THE FINANCIAL OFFER DOCUMENT" and both envelopes shall be placed in a large outer envelope and wax sealed. This outer envelope shall bear the submission address and other information indicated on the data sheet and is clearly marked as "TO BE OPENED ONLY IN THE PRESENCE OF TENDER COMMITTEE".
   D. The whole Technical & Financial documents shall be placed in a single wax sealed envelope whose outer cover containing all necessary information mentioned above about the firm & Employer.
   E. In preparing the bid document bidders is expected to examine the bid data in the tender document.
   F. The qualification document will be opened at 3:30-4:00 AM of the 22 Calendar Day of the bid starting from the date of announcement.
   G. The financial offer document shall remain sealed and deposited in a box prepared for this purpose in the presence of auditor or any other authorized body by the client, until financial offer(s) of qualified bidders are opened publicly.
   H. The committee as signed by the client will evaluate the qualification of the bidders based on the basis of the irresponsiveness to the bid document, by applying the evaluation criterion, sub criterion and points- assigned to criterion in the data sheet. Each qualification document will be given the score point. A bidder will be rejected at this stage if it does not respond to the tender document or fails to achieve the minimum technical score indicated in the tender document.
   I. Only financial offers of those bidders who score the minimum qualifying point, 70% (Seventy percent) & above will be opened on the financial opening date. The financial opening of the bidders who have scored less than the minimum passing point (i.e. 70%) will be returned unopened. The client shall address the financial opening date and time to the bidders
   J. Any attempt of submission forged (false) document and/or indication of financial offer on the qualification document shall result in rejection of the bid.
   K. The client shall not bear any responsibility or misplacement of Qualification Document" in "The financial offer Document" envelope or vice versa, which result in rejection of the bidder.
7. Misplacing of documents would be a cause for rejection of the bid documents.
8. Bidder should be able to submit Company Profile, recommendation letter and other credential from recognized firms showing one's experience on projects of similar nature and complexity.

10. Any contractor who has termination history with the Bureau or Zonal Offices reject those contractors during technical evaluation.
11. Gurawa Woreda Finance Office reserves the right to reject any bid and to annul the bidding process and reject all bids at any time, without there by incurring any liability to Bidders.

VERY IMPORTANT NOTES TO BIDDERS

Bidders are advised to undertake visit the site (or sites), if he/she intends to participate on the bid, and fill out the declaration of site visit included in Part III of the Tender Document, prepare site Visit Report & attach Site Visit Evidence authenticated by the respective grass root government body.

Bidders are strongly advised to read the complete bid document and the particular instruction of project in particular and comply with it while they are preparing their tender documents, for the project.

All forms must be filled out and duly signed by the bidders. This includes but not limited to the Bid Form and its appendices, Qualification Forms, Curriculum vitae of Key personnel and the likes

a) Qualification document or Technical Proposal, which provides technical information includes the following
The condition of contract, the standard specification, the specification of particular application, the instruction to bidders and particular instruction to bidders;
Brief description of the firm and an outline of past & recent experience on projects of similar nature;
Methodology for carrying out of the work, description of the manner in which the contractor would plan to execute the work and work schedule;
List of key personnel filling the post specified in of particular instructions of the project, curricula vitae of individual staff member of the project duly dated & signed and including all copies of educational & experience testimonials and documents; financial proposal (Bid Offer):-which includes the following:
