Invitation for Bids (IFB)
Subject of Procurement: - Asphalt road one
1. Asella Finance Office invites Qualified Bidders to participate for the Construction of Asella Asphalt road (Asphalt Road one).
2. Bidding will be conducted through National Competitive Bidding (NCB) procedures contained in the Public Procurement Proclamation of the government of Ethiopia (FPPA 2011) Translated to Afaan Oromo and is open to all eligible bidders from eligible source Countries.
3. Domestic contractor of Category from GC-3 and above or RC-3 and above with renewed trade and Professional Licenses Valid for 2019 EFY, Supplier Registration certificate EGP, Tax Clearance certificate and VAT Registration that able to submit are eligible to participate in bid.
4. All envelop should be sealed, signed and stamped by the bidder properly and separately for the above mentioned works.
5. All technical and financial envelops should be in one outer Mather envelopes sealed, signed and stamped.
6. Every Rule and regulation written by Afaan Oromo bid document should be respected.
7. A complete set of bidding document in Afaan Oromo language may be purchased by interested bidders upon payment of non-refundable fee of ETB 5,000.00 (Five Thousand ETB) by depositing to Sinqee Bank Account No 1051274171218 Asella Finance Office Central Treasury and by submitting bank slip and written application to Asella Finance Office from the first day of this notice on the Ethiopian Herald.
8. For further information from Asella City Administration Finance office in front of Asella branch Ethiopian Electric utility, Asella city Moyer building G+0 Room number 4 of procurement and property administration and inspect the bidding documents during office hours from 8:30 AM - 5:30 PM (local time) at the address mention.
9. BIDS must be delivered to the address mentioned on or before 2-Oct-2026 at 2:00 P.M. Electronic bidding will not be permitted, and late bids will be rejected. Bid will be publically opened in the presence of endorsing committee and bidders or legal representative of the bidder and anyone who choose to attend on the same day 2:30 P.M Local Time at Asella City Administration Hall.
10. All bids must be accompanied by a bid security of an equivalent amount of 500,000.00 (five hundred thousand birr only) from known bank.
11. The Purchaser reserves the right to reject any bid and to annul the bidding process and reject all or part of the bid at any time prior contract award, without incurring any liability to bidders.
