The Somali Regional State Irrigation and Development Bureau (IDB) invites sealed bids from eligible Class-IIII and above Import and Export suppliers for the supply and completion of BYD cars.
NOTICE OF INVITATION FOR BID

To: All Suppliers of Category Import and Export Stream Class-IIII and above with License Valid for the year 2019 E.C
1. SRS Irrigation and Development Bureau now invites wax sealed bids from eligible bidders for the Supply and completion of PURCHASING BYD CARS
2. To purchase documents, the bidder must submit an application letter, the Original Registration Certificate from the Federal Ministry of Trade or from Regional Trade bureau and, a Supplier Certificate of Registration from the Federal Ministry of Finance and Economic Development/SRS Regional Bureau of Finance and Economic Development/Regional public procurement Agency, additionally, the bidder must provide valid Business / Trade License, a Tax Clearance certificate, a VAT registration certificate and a Tin Registration.
3. Eligible bidders are required to submit Technical and Financial proposals in one envelop
4. A complete set of documents, in English, may be purchased by any interested eligible bidder against a nonrefundable fee of Birr 1500 (One thousand and five hundred Birr) at: IDB, Office of the Procurement, Tel :025-775-3597, P.O.Box-306 Jigjiga, Ethiopia.

6. All bids must be accompanied by a bid security in the form of Certified Payment Order (CPO) or a Bank Guarantee of amount 400,000 Birr/Four hundred thousand Birr/.
7. Bid will be effective from the first date of announcement advertised on the Newspaper up to dead line (for 15 continuous calendar days) and the bid submission date will be 16th day from advertised at 10:00 A.M local time and opening 16th day at 10:30 A.M local time.
8. The technical proposal and financial proposal will be opened in the presence of the bidders or their authorized representatives who choose to attend the bid opening ceremony at the Meet Hall of IDB, date will be 16th 10:30 AM in the morning.
N.B. If the bid opening ceremony date is not a working day, the bid opening date will be next working day.
9. Bids shall be valid for 60 days after bid opening.
10. The financial proposal of the bidders who pass the qualification criteria shall be opened in the presence of the bidders who choose to attend on the date to be announced by the employer.
11. IDB reserves the right to accept or reject any or all of the bids.
