NOTICE OF INVITATION FOR BID

Procurement Reference Number SRS-IDB/01/BH/2018 E.C

To: All Contractors of Category Drilling bore hole Class-III and above are invited to participate with a License Valid for the Year 2018 E.C

1. The Somali regional state has allocated a budget on behalf of the Irrigation development bureau for the fiscal year of 2019 E.C for the following projects including their names, locations, target depths, amount of bid security, as indicated in the table below:

1. SRS Irrigation and Development Bureau now invites wax sealed bids from eligible bidders for furnishing the necessary material, labour and equipment for Drilling the above bore holes.
2. To buy documents, the bidder has to present application letter, Original Registration Certificate from the Federal Ministry of Urban Development or from Regional urban development Construction bureau Supplier Certificate of Registration from the Federal Ministry of Finace and Economic Development /SRS Regional Bureau of Finance and Economic Development, valid Business / Trade License renewed Certificate from the authorized bodies, Tax Clearnace certificate, VAT registration certificate and Tin Registration from the authorized bodies.
3. Bidding will be conducted through the National Competitive Bidding (NCB) procedures and is open to all eligible domestic bidders as specified and defined in the bidding document.
4. Interested eligible bidders may obtain further information and aspect the bidding documents, including complete set of engineering drawings which is necessary for bidding purpose at the address given below at office working hours.
5. A complete set of bidding documents prepared in English, may be purchased by any interested eligible bidder against a nonrefundable fee of Birr 1500 ETB ( One thousand five hundred Birr) at: IDB, Office of the Procurement, Tel: :025-775-3597, P.O.Box-306 Jigjiga, Ethiopia the method of payment will be in cash Effective from the first date of announcement advertised by newspaper up to dead line( for 15 continuous calendar days) and the bid submission date will be 16th day time. from advertised at 10:00 A.M local time and opening 16th day at 10:30 A.M local Somali Regional State Irrigation

7. All bids must be accompanied by a bid security in the form of Certified Payment Order (CPO),cheque or a Bank Guarantee of amount 300,000 Birr / Three Hundred Thousand Birr/.
8. Bidders shall submit one original and two photocopies for both technical proposal and financial offer the technical proposal will be sealed in such a way that one sealed original and one sealed photo copy to be sealed in one envelope while the second photo copy will be sealed in other envelope separately and labeled as one original and one photocopy and second photo copy respectively the placed in other outer envelope along with bid security as indicated int the above table in acceptable form as indicated in bidding document financial proposal will be sealed the same as the technical proposal.
9. Evaluation is to be carried out first must meet requirement (legal qualification, Professional qualification and equipment, technical qualification and financial standing), then in two stages qualification information first and financial bids of qualified bidders next. Financial proposal of qualified bidders will be opened at the same address given above on the date that is to be declared by the endorsing committee after completion of the evaluation of technical proposal, unqualified bidders' financial proposal will be returned un opened to bidder

N.B. If the bid opening ceremony date is not a working day, the bid opening date will be next working day.

1. Bids shall be valid for 60 days after bid opening
2. IDB reserves the right to accept or reject any or all of the bids.
