The Federal Democratic Republic of Ethiopiahas receivedfinancing from the International Development Association (IDA) - the World Bank towards the cost of implementation of the Competitiveness & Job Creation Project. The Industrial Parks Development Corporation (IPDC)an implementing agency, intends to apply a portion of the proceedsof this Credit to eligible payments under the contract for the Consultancy Service of International Investment Promotion for Industrial Parks Development Corporation (IPDC)"tosupport the IPDC to achieve its ambitious goal to attract significantamount and number of foreign investments into its Industrial Parks, developing Industrial Parks (IPs) to host them, and contributing to ETHIOPIA's competitiveness and job creation in strategic sectors/industries".
The Consulting Services for International Investment Promotion include, but are not limited to the following:
1. Support IPDC in finalizingits detailed 5-year Marketing & Investment Promotion Strategy andcorresponding detailed Plan & Budget to attract users and developers to IPDC's IPs;
2. Provide international benchmarking, research and analysis for 2 strategic sectors/industries asdefined within IPDC's Strategy;
3. Design and implement IPDC's Investment Promotion Job Descriptions and Operations Manual; Guide IPDC Management and staff about investment promotion/business development for industrial parks, including attracting IP developers; and
The Industrial Parks Development Corporation now invites eligible and qualified Consulting Firms to indicate their interest in providing the Consultancy Service of "to support the IPDC to achieve its ambitious goal to attract significant amount and number of foreign investments into its Industrial Parks, developing Industrial Parks to host them, and contributing to ETHIOPIA's competitiveness and job creation in strategic sectors/industries". The Consultants should provide information demonstrating that they have the requiredqualification and relevant experience to perform the Services.
The Short Listing Criteria for selecting Consulting Firms on International Investment Promotion are the following:
(i) Core Business and Years in Business;
(ii) Qualifications in the Field of the Assignment;
(iii) Technical and Managerial Organization of the Firm; and
(iv) General Qualifications and Number of Key Staff.
The attention of the Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants]by World Bank Borrowers, January, 2011("Consultant Guidelines") edition, setting forth the World Bank's policy on conflict of interest.
The Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. The selection of consultant will be conducted in accordance with the QCBS (Qualityand Cost Based Selection)method set out in the World Bank's Consultant Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, January 2011 edition.
