Assignment Title: Design, Development and Implementation of PSNP Management Information System (MIS)
Reference No.: Activity No. ET-MANR-35426-CS-QCBS
The Federal Democratic Republic of Ethiopia has received financing from International Development Association (IDA) and other Development Partners (DPs) toward the cost of Productive Safety Net Project IV (PSNP 4) and intends to apply part of the proceeds for consulting services.
The consulting services (‘the services”) include development and integration of database of all activities including, Public works(PW) and Permanent Direct Support(PDS) beneficiaries, cash and food transfers, public works activities, livelihoods activities and transfers, among others, each of which will be housed within the appropriate Ministry or Department to facilitate decision-making in the appropriate part of Government.
Objective of the Consultancy:
The overall objective is to establish PSNP Program specific MIS which could be linked to Central Social Protection (SP) MIS and National Household Registry (NHR). Given the fact that the PSNP spans multiple ministries and sectors, it is envisioned that the PSNP program-specific MIS will fit within efforts to establish sectoral- MISs in Ministry of Agriculture and Natural Resources (MoANR) and Ministry of Labor and Social Affairs (MoLSA) and linked to other SP program MISs.
The MIS will be developed to be functional at all levels: federal, regional and woreda levels and to develop and integrate database of all activities including, Public works (PW) and Permanent Direct Support (PDS) beneficiaries, cash and food transfers, public works activities, livelihoods activities and transfers, among others, each of which will be housed within the appropriate Ministry or Department to facilitate decision-making in the appropriate part of Government..
Establishing the MIS would necessitate targeted capacity building efforts at all levels, involving both skills training and investments in information and communication technology.
The MIS for the PSNP specific needs must be able to ensure effective monitoring of performance and facilitate improved program management in determining client eligibility for various interventions under the program, transfers public works, for permanent direct support(PDS), livelihoods, monitoring of transfers, payments, grievances, case management(linkage to basic services) and program performance across all components.
To respond to this, this consultancy will consider options to ensure that the MIS provides program-wide information that can be analysed in a manner that provides a complete picture of program delivery, while also respecting the mandates of each implementing agency.
Given that the PSNP is a public works program that contributes towards the sustainable land management agenda of the Government a comprehensive public works database would also be a crucial part of this program specific MIS:- This database of public works, which will include a mapped database (with GIS coordinates for each works) would complement any similar initiatives within the Natural Resource Management Directorate (NRMD) of the MoANR, with the aim of creating a single database of public works assets in each woredas rather than project-specific initiatives. Similar attention to sectoral-MISs is required with regards to the livelihoods component, the financial management aspects and disaster risk management investments.
The case management system including information on linkage to basic service for the PSNP client will have to be considered and be included during the development of MIS using the lesson from SCT pilot MIS;
Establishing the PSNP specific MIS system would necessitate training and capacity building efforts at all levels, involving both skills training and investments in information and communication technology.
