INVITATION TO SUBMIT PROPOSAL

/REQUEST FOR PROPOSAL/

For the consultancy service of DC-2 Low Volume Gravel Roads, Sspecial structures & Trial bridges projects. One Procurement Package -Multiple Lots.

The Benishangul Gumuz Regional State Road and Transport Bureau has allocated funds granted from the World Bank through the Rural Connectivity For Food Security Program (RCFS) and intends to apply part of this fund towards the Cost of Consultancy Services for the Detail Engineering design, Supervision & Contract administration services of DC-2 Gravel Road, Trial bridges & Especial structures projects in Sedal & Dangur Woreda of Benishangul Gumuz Regional State(BGRS) as shown hereunder.

The Benishangul Gumuz Regional State Road and Transport Bureau now invites national eligible consulting Firms to submit sealed expression of Interest (proposal) for the service with:

ü Their professional certificate and renewed business license valid for the year 2018 E.C

ü Registered for VAT and listed in the category of registered consultants from the Ministry of Construction:

ü Temporary registration in Benishangul Gumuz Regional State's Urban & infrastructure Bureau has required & attached:

ü Tax Payer Registration and Tax Clearance Certificates.  to submit sealed bids for providing Detailed engineering Design, Environmental impact assessment, Tender Document preparation works, Construction Supervision & Contract Administration of DC-2 class Gravel Roads, special structures & Trial bridges in Sedal & Dangur Woreda of Benishangul Gumuz Regional State.

1.     Each prospective bidder proposing to bid for this service project 10 must submit Registration Certificate for the Category of General (or Road) Consulting (Consultants) of grades GC-3, 4 and 5 or RC-3, 4 and 5 only.

2.     Interested eligible consultants may obtain the Request for Proposals (RFP) upon submission of a written application and payment of a non-refundable fee of ETB 1,500(one thousand five hundred). The RFP comprises one procurement package containing four lots. Consultants may submit proposals for one lot or two lots only. The bidding document purchasing's starting from the first appearance of this advertisement on the Ethiopian Herald for the coming 25 days. The final submission date and closing of the Bid proposals will be on the 26nd date of this announcement on the Ethiopian Herald at 4:00 am /Local Time in the Morning/ and it shall be opened the same date at 4:30 am /Local Time in the Morning/ in the premises of Benishangul Gumuz Regional State Road & Transport Bureau. A proposal, which is received late, will be returned unopened to the respective Bidder.

3.     A bidder can participate on two lots & multiple (two lots) awarded is possible.

4.     All Bids must be accompanied by a bid security of Ethiopian Birr 100,000 (One hundred Thousand) for each lot from legal banks of Ethiopia. The bid security shall be payable on demand to the Enterprise, and must be an irrevocable Letter of Credit, or Unconditional Bank Guarantee, or a Certified Payment Order (CPO) at the Bidders option except any insurance company guaranties.

5.     For each lot seal each original & two copies of both technical & financial documents separately and clearly marked as original & copies and seal the technical & financial document in two separate envelopes and marked as technical & financial. Finally, seal the technical, financial & bid security in one mother envelopes.

The bid along with the bid security must be delivered to the office of Road Connectivity Access Program Room in person or through our post address P.O.Box 126, Assosa, on/before the date and time specified above.

6.     Bids will be opened in the presence of Bidder's representatives to attend at the Road Connectivity Access Program Room. If the 26nd date of this announcement lies on a weekend or a Holyday, the opening date will be the next working day while the time remains the same.

7.     The detailed engineering design works shall be completed within two calendar months from commencement of works.

8.     The Benishangul Gumuz Regional State Road and Transport Bureau reserves the right to reject the bid, to waive informalities, to advertise for new bids or to proceed and do the work otherwise as may be for its best interest.

9.     Interested eligible bidders may obtain further information and inspect the bidding document at the Benishangul Gumuz Regional State Road and Transport Bureau from Rural Connectivity for Food Security Program Room.
