INVITATION TO BID

For the construction of DC-2 unpaved rural road with two Special Structures.

The Benishangul Gumuz Regional State Road and Transport Bureau has allocated funds granted from the World Bank through the Rural Connectivity for Food Security Program (RCFS) and intends to apply part of this fund towards the cost of Construction works for DC-2 unpaved new rural Road with Two Special structures in Danguri Woreda of Benishangul Gumuz Regional State as summarized hereunder in the table.

The Benishangul Gumuz Regional State Road and Transport Bureau now invites national eligible bidders with:

v  Their professional certificate and renewed business license valid for the year 2018 E.C.

v  Registered for VAT and listed in the category of registered Contractor from the Ministry of Construction or shall have a certificate of competency from the Ministry of Urban Development and Construction or Regional Construction Authorities, renewed for the bidding period.

v  Temporary registration in Benishangul Gumuz Regional State's Urban & infrastructure Bureau:

v  Tax Payer Registration, Suppliers list certificates and Tax Clearance Certificates

To submit sealed bids for providing the necessary labor, material & equipment for the construction works of the above DC-2 unpaved Rural Road with Two Special Structure whose span length 12m &8m projects in Danguri Woreda of Benishangul Gumuz Regional State.

1.       Each prospective bidder proposing for this bid is required only to have a Business Registration Certificate of the Category General Contractor or Road Contractor pf grades GC-4 or GC-5 & RC-4 or GC-5 only

2.       A complete set of bidding documents may be purchased by any interested eligible bidder on the submission of a written application to the above address and payment of a non-refundable fee of Ethiopian Birr 1000.00 (One thousand) for each set of document starting from the first appearance of this advertisement on the Ethiopian Herald for the coming 25 days. The final submission date and closing of the Bid proposals will be on the 26 date of this announcement on the Ethiopian Herald at 4:00 A.M Local Time in the Morning and it shall be opened the same date at 4:30 A.M /Local Time in the Morning in the premises of Benishangul Gumuz Regional State Road & Transport Bureau. A bid proposal, which is received late, will be returned unopened to the respective Bidder.

3.       All Bids must be accompanied by a bid security of Ethiopian Birr 1,000,000.00 (ETB One Million) from legal banks of Ethiopia. The bid security shall be payable on demand to the Bureau, and must be an irrevocable Letter of Credit, or Bank Guarantee, or a Certified Payment Order (CPO) at the Bidders option except any insurance company guaranties.

4.       One original & two copies of both technical & financial documents clearly marked as original & copies and sealed each separately and hold the one original & two copies of each technical & financial documents in two separate envelopes and marked as technical & financial. Finally, sealed the technical, financial & bid security in one mother envelopes.

5.       Bids will be opened in the presence of Bidder's representatives to attend at the Road Connectivity for Food Security Program Room. If the 26th date of this announcement lies on a weekend or a Holyday. the opening date will be the next working day while the time remains the same.

6.       The construction works shall be completed within Six Months (180 Calendar days) from the commencement of works.

7.       The Benishangul Gumuz Regional State Road and Transport Bureau reserves the right to reject any or all bids, to waive informalities, to advertise for new bids or to proceed and do the work otherwise as may be for its best interest.

8.       Interested eligible bidders may obtain further information and inspect the bidding document at the Benishangul Gumuz Regional State Road and Transport Bureau from the Road Connectivity for Food Security Program Room.

9.       The Environmental and Social Clause (ESC) for Rural Road integral part of the Construction Contractors, which forms an bidding document, must be carefully read when preparing and submitting prices and all works shall be implemented in accordance with these procedures.
