1. The Federal Democratic Republic of Ethiopia has received financing from the African Development Fund (ADF) HERENINAFTER CALLED THE BANK TOWARD THE COST OF THE Borena Resilient water Development for improved Livelihood proceeds toward payments under the contract] for well field Backbone water infrastructure supply and installation of steel pipe for Gelechet sarit water supply project in Borena Zone.
2. The Oromia water and Energy Bureau now invites sealed Bids from eligible Bidders for well field Backbone water infrastructure: supply and installation of steel pipe for Gelecher sarite water supply project in Borena Zone. The Intended completion Date for the whole of the works shall be 270(Two hundred seventy) days from the start date.
3. Bidding will be conduced through the Open Competitive Bidding (International), OCBI procedures as specified in the Bank’s procurement Framework and is open to all eligible Bidders as defined in the procurement Framework.
4. Interested eligible Bidders may obtain further information from Oromia water and Energy Bureau and inspect the bidding document during office hours from 8:30 A.M. to 12:30 P.M to 5:30 P.M at the address given below.
5. The bidding document in English may be purchased by interested eligible bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of ETB 1000.00 (One Thousand only) or in a convertible  currency. The method of payment will be Oromia water and Energy Bureau Adera Account No. 1000007342032, or direct cash payment to the counter cahier at the Oromia water and Energy Bureau. The document will be collected in hard copy.
6. Bids must be delivered to the address below 19 September 2024 at 2:00 P.M. Electronic Bidding will not be permitted Late Bids will be rejected Bids will be publicly opened in the presence of the Bidders designated representatives and anyone who chooses to attend at the address below on 19 September 2024 at 2:00 P.M. (immediately after the deadline for submission of bids). 
7. All Bids must be accompanied by a Bid Security of ETB 2,700,000.00 (Ethiopian Birr Two Million Seven Thousand) or an equivalent amount in any freely convertible currency from a reputable source from any eligible country in the form of Bank Gurantee included in section IV (Bid Forms) of the bidding document or irrevocable Letter of Credit or Cashiers payment Order (CPO)
8. Attention is drawn to the procurement Framework requiring the Borrower to disclose information on the successful bidder’s beneficial ownership as part of the contract Award Notice using the Beneficial Ownership Disclosure Form as included in the bidding document
